Hide "Add Anytime Document" from the employment details

Hi,
We have recently upgraded to 19C, which has added "Add Anytime Document" in the Employment details page. 

The navigation is as follows:
Me -> Personal Information -> Employment Details -> Actions -> Talent Management -> Add Any time Document

I tried changing it in Tools -> Strcuture -> Me -> Quick Actions -> Career and Performance -> Set Add Anytime Document as No, but the link still appears.
