Accessing Performance Document

As per the current system behavior when employee submit the performance document , if the next step is to manager evaluation then respective line manager will receive a bell notification to proceed further. In our context sometime line manger role will revoke for some users during the evaluation cycle. For example once employee submitted the self evaluation manager receives the notification and before completing the manager evaluation manager will loose the lien manager role. The issue is some users saying that using that bell notification they can access the team member's performance document. Some users saying can not access the
