Performance Tile missing from Career and Performance

Summary

Enabled the Career and Performance Tile but only see Skills and Qualifications and Goals

Content

Enabled the new UI for Performance and turned on the Career and Performance tile under Me but I'm only seeing two tiles, Skills and Qualifications and Goals.  I assume I should also be seeing one for Performance.  Anyone know what would give an employee access to Performance under the new UI?
