Employee shouldn't edit goal in the Performance Document

We want to find a way to prevent the employee to edit goal in the performance document.
In order to do so we have used EL- {pageFlowScope.pTaskName == ' ' or something with pageFlowScope.pRoleTypeCode eq 'MANAGER',(#{pageFlowScope.pTaskName == 'Manager Evaluation of Workers'}) but as a result its not only removing the edit button in the Performance document for the employee also its making it disable for Line Manager too.
Can someone help.
