TCC Export file exporting incorrect data

Summary

Export script should be exporting candidates ONLY in certain Step/Statuses, however, it's exporting beyond those triggers

I have rebuilt a script which a vendor created for us, which was riddled with irregularities, to which I’ve corrected.  However, I’m continuing to have an issue with the exports.   

Here are the 4 conditions which candidates need to be exported:

Requisitions:

1- Req Type = 1 (Professional) and CSW Code = WTW_CSW_Seasonal (Seasonal CSW)

AND Req Type = 3 (Campus) regardless of CSW

2- Requisition Status = Open/Sourcing/Approved

AND

CSW (Steps/Statuses)

3- Step = STD_Rec_Screen, Status = STD_Rec_Passed_Rec_Screen (Codes)
