Talent Community - why does it pull from Job Category, not Function

Job Category is an internal naming convetions, different at each comany Id say- why would the Talent Community point to Job Function as a choice list for candidates rather than an individual company d

We would like to utilize the talent community in Oracle but are unable to, as the choice list for candidates to sign up for alerts/ show interest is pointed directly to Job Category with no ability to change the direction via configuration.
