Mandatory creation of goals in a predefined plan

Summary

We have two major categories of goals and we need to impose the creation of one each

We have 2 major categories, having each 50% weigh. Inside each category, we can have 1 to 3 goals with a weight that can be distributed individually. Example: if we have only one 50%, if we have two, 25/25 or 20/30 or 15/35 or 10/40 or 5/45, if we have tree, we can have a distribution of 10/10/30 or 5/10/35 or 5/5/40 and so on, considering the possible combinations to complete the 50% total. Considering the mandatory need of creation at least 1 goal each and the combined weight, what is the best option to adapt this? Should we create two goal
