Manager Overall Rating : Bulk upload or changing the default rating value

We have a business requirement to default the 'manager overall rating' in the performance document to a specific value in the rating model. So towards the end of the performance year, only managers who wish to change this rating needs to log in and make the changes. We are hoping to achieve this either by:

 

1) Bulk loading the manager overall rating - only for the performance document with status 'in progress' and no value in the 'manager overall ratings' field.

 

OR

 

2) Change the default value in the manager overall section (Screenshot below). It defaults to blank and ideally we want it to show 'Achieving'.
