Submitting development goal mass schedule process with out entering goals

Navigation : My workforce> Career Development> Set up of Development Goals Mass Assignment

System allow to create a mass assignment without adding any goals and submit it.  There is no any error message before submitting the assignment. Is this the expected behavior?
