State field not available when applying for Job from Career Site

Summary

When a candidate applies to a job requisition and is completing their job application, the State field does not display to the candidate even after they select the country as Australia.

Have navigated to Setup and Maintenance > Tasks > Manage Address Formats > selected Australia > have the Supplemental and Postal options displayed.  Have checked both and they are the same and State is selected.


When go to Career Site and apply for Job, the State field does not display.  Can complete the application and move to Candidate.  If I then apply for a second Job, uses profile just created - but this time State field is displayed, but no data defaults (as not added the first time so not part of the profile), but is greyed out and can't add.  As a result, errors and can't submit the application for the second job.
