Manage Eligibility Process Does Not Create Documents

Hello All,

We are on 19D and are configuring a performance document which should be assigned to everyone in the organization. We created a basic performance eligibility profile with criterias for only employee and with active assignment status.

We noticed that process pauses and hence does not create documents, wanted to check if anyone encountered similar issue.
