Error when submitting performance document - PersonID is invalid

User is getting error 'The value of the attribute personId is not valid.' when submitting performance tasks

Content

I've seen this error a few times lately from employees working in their annual performance documents.  After trying to change anything in the document and clicking Save or Submit this error pops up.

"The value of the attribute personId is not valid."

And the document cannot be submitted.  Does anyone know what could cause this error?
