New UI - Performance Administrator (HR) Actions

All the Administrator / HR actions in new UI are not available until all the filter options are selected

We are looking to enable the new UI for performance specifically for the Administrator actions. For searching the document of an employee the administrator need to select all the filter options. E.g. if the Performance document is not selected then the document for the employee for a selected review period will not come up. If the document is completed then the document status need to be selected as 'Completed' then only the document will appear in search. 

Has anyone encountered any similar issue
