Cannot send email notification for overdue performance task

Summary

We're creating a custom HR role and need the ability to be able to send email notifications for overdue tasks. Any thoughts on which privileges are required to enable this?

I'm able to see the option in the Actions button in My Client Group > Performance Documents but it is grayed out, even if the task is overdue.
