19D - Goal approval not sent

Hello,
We just had 19D upgrade. We had goal approval enabled on 19C (with option values for key attribute/cancel/delete) and everything was working.
With 19D we manage it with transaction console but it's not working well. Our approval seems to be blocked. We just enable the "default" approval for performance goal & disable the self approval.
When an employee updates a goal, an approval is sent, his goal section is locked but the manager doesn't receive any notification or request. If he navigates on the employee's goal profile, the section is locked.
