For the past 5 years we have used weights within goal management.  Then as usual, when the performance document is created, all the goals flow over to the document.  We have always required all goals to be rated by a manager.  Since we’ve used weights, if the manager deems an HR-assigned goal to no longer be applicable (which they can’t delete from the document, because it’s been assigned by HR), they have been able to set the weight of the goal to 0%, and this essentially makes the calculation ignore the goal.
