need the checkbox that says 'Organization Goal' on the Goal Details tab

We don't have the check box that says "Organization Goal" on the Goal Details tab. (I attached a screen shot of the page)

We have a top level manager that wants to add 2 goals to everyone in his organization; not just to his direct reports.  I read that the manager can create the goal, and use the check box that says "Organization Goal" on the Goal Details page.  We don't have the check box that says "Organization Goal" on the Goal Details tab.  (I attached a screen shot of the page)  I don't know if the box was hidden?  Or do I have to add it?  These are the steps I've taken:
