Looking for a way for the manager to exclude the employee from the the performance review

Content

The business requirement is that the every quarter we want to launch a standard performance document for eligible employees.

We want to give the option to the managers to exclude employees from the process and provide a reason for that.

Is there a way to achieve this process in ORACLE?

We're looking for something that the manager can act on in the ORACLE user interface.

Eligibility rules may not work as we cannot considere there some of the reason for the employee exclusion.
