Organization Goal Next Manager Approval

My Organization Goal is looking for a next level Mgr approval. How can I turn that off?

I want my top level Managers to be able to create their own Organization Goals.  And not have them approved by their manager.  I added the Executive Manager role, and set these 2 profile values from N to Y

- HCM_RESPONSIVE_PAGES_ENABLED

- HRG_GOALS_RESPONSIVE_ENABLED

I logged in as the Manager.  And was able to see the Organization Goal check box.  I created a goal.  Great news!!!!

However, this goal now needs to be approved by the next level manager.
