Why is a manager getting the "Goal Category Does Not Exist" Error Message

When attempting to share and release a performance review, the error "Goal category does not exist" appears.

I just enabled the Performance Goal Category field today to be used when creating/updating goals for the current review period.  Now this error message appears when a manager attempts to Share and Release the performance document or when an Administrator tries to push the review to the Complete status.  How can we bypass this error?
