Attachments in Goal or Performance Plans - are they stored in DOR?

If a document is attached to a goal or performance plan, is that file stored in Document of Records?

We are using a Co-Exist model and did not planning on storing HR documents in DOR at this time.  Therefore, roles would not include privileges for any users to navigate to the DOC menu item, and therefore no access to docs located there.

We DO plan to allow attachments on Goal and Performance Plans.

Will user roles need privileges to see DOR in order to view those documents.  I don't think so but can't find anything specific in the documentation related to this.
