Is it Possible to ONLY have a Goals Section in Performance Document?

We're already starting to think about our 2020 performance cycle (even though we're in the throes of our 2019 cycle right now), and the topic has come up about only having a goals section.  We've always had goals, competencies and the overall summary sections.  Is it possible to only define the goals section as part of the document, and not have an overall summary (as that would be repetitive, if only using one section)?   Has anyone else not included the overall summary section?  Are there any impacts?
