Transfer Set Goal Collaboration Status not working for HR Specialist in 19D

I have created the performance flow and chosen manager can complete task to set goals and worker can ccomplete task to set goals

But as as HR Specialist wheen I go to  the task "Transfer Set goal Collaboration Status" task , I am not able to search the worker  for whom I created the performance document using the template

 

Is this done away with in 19 D?
