Manage Performance Document Type:-Worker can select Manager when creating document

Is this feature Available in 19D

1) I have tried creating a Performance Document type, but was not able to select the checkbox '' Worker can select manager while creating document"

Is this feature done away with in 19D

2)If not, PFA the document  where I have a document type where this check box was already select, but the worker was not able to select the manager after HR Specialist creates the document

Kindly help sort of urgent
