How do FYI notifications work with auto approval of Performance Goals?

Like several of you, we have had a number of odd behaviors stemming from the approvals for Goal Management in 19D.  We have logged SRs and they're being worked, but what we've decided to do in the interim, is to use the auto approvals for Performance Goals.  We'd also like to use the FYI notifications, but in testing, we're not seeing them fire. 

Are any of you using auto approval with these notifications?  If so, would you mind sharing how they're working for you?
