Hold or Freeze Purchase Order in Pending Approval Status

We have requirement to hold on purchase order to confirm somethings before anybody approves further. It is already approved by 2 approvers and we have 3 more to go, so our business wants to restrict them not to approve until confirmation. But system is not allowing to Hold or freeze this purchase order in Pending Approval Status. Can anyone please suggest is there way to achieve this functionality.
