Manager not able to delete a performance goal assigned by an employee's previous manager

Hi - 

We are experiencing an issue where a manager cannot delete goals for their employees that were assigned by the employee's previous manager.  I could not recreate this issue in our Test or Dev instances (the system allowed me to delete goals assigned by someone else).   Is this a common functionality?  Or is there configuration that we can edit to allow a new manager to delete goals that were assigned by their employee's previous managers?    

The goals are not tied to any performance documents.
