Is it possible to display measures on the goal page instead of separate link on left side?

Summary

Is it possible to display measures on the goal page instead of separate link on left side?

Content

We have a requirement to associate multiple measurements per single goal. We also plan to dynamically calculate goal rating based on individual measurement ratings. In terms of current design and user experience, there are so many clicks. The measurements are displayed via separate link  which appears on top left side.
The user has to navigate to measurements and assign a rating and then come back to goal to view the overall rating.

We did like to enhance the user experience and did like to display the measurements on the goal page itself and also give the ability for user to give individual measurement ratings. This will enable him to view the overall rating and individual measurements on same page. is it feasible to achieve this? open to other ideas if you have.
