Transferring Check-In Documents in Manager Changes

We are working to start using Check-In documents. During a manager change, the document and notes were visible to the new manager, but the new manager could not add notes to it and the worker cannot update the manager by editing the check in document. 

If you, use Check-In documents, how have you solved for this?
