We are ideally trying to design our workflow to the specs of the image below.  Obviously, we cannot as there are only 3 First responder wins areas.  We persevered and had a design that delivers the right approvals (taken individually), but unfortunately even though some rulesets were serial, the entire stage acted as a first responder wins. (we had two rule sets that were serial and one that was parallel - first responder wins and if any one of the approvers approved their ruleset the entire stage was approved.  I certainly don't understand that behavior)
