How to populate performance document sections dynamically?

Hi All,
We have a performance template with two sections performance goal and content type (job competency). What we want is if any employee has no goals to review the goal section should not be displayed, similarly if there is no job competency, competency section should not be displayed.
Does any one have idea if this is possible through any sort of configuration or minimal page customization.
