Many responsive pages don't open at the top of the page

Many responsive pages don't open at the top of the pageContent
We went live with the goals responsive pages a month ago, and we are working on reviewing the performance pages. What we have discovered along the way is that when you navigate to certain pages, many don't open at the top of the page - you have to scroll up to get to the top (and it's important to be at the top - everyone expects that behavior). This seems to be somewhat pervasive. Does anyone have any ideas about why the pages are rendering like this? Do others see this happening, too? See screenshot below as an example of
