Attachment Tab view access in performance document

Hi Team

We have a requirement where the attachment tab should be viewed only by performance document manager and worker. 

We transferred the performance document from line manager to other manager for evaluation but line manager is able to view the attachment tab.Please confirm if it is feasible.
