Manager cannot view performance documents of non-direct or functional reports

Hello,

I'm running into an issue since upgrading to the new responsive UI.  This employee changed managers at the end of 2019.  The employee had an in-progress performance document with their old manager.  After the employee transferred to a new manager, the old manager could no longer see the performance document, even though it was still assigned to them as the manager.

It appears that the My Team > Performance Overview screen is only capable of showing direct reports and functional reports of the current manager.  It will not show documents for employees who do not report to them in any way.  Is this intended behavior or is there something I can do to show all performance documents that someone is managing, even if they are not for reporting employees?
