New UI - Assign Performance Documents

Documents not visible to employees despite having run the "Assign Perfomance Document" batch process

As in prior years, we created the new year's performance template and ran the batch process (Manage Eligibility Batch Process>Assign Performance Document).  However employees are not seeing the document visible when they navigate to Performance. 

As shown in the screenshot (radio button) we typically don't "create" the document, instead employees create when they click on the document name that appears when they navigate to Performance.

We switched to the new UI this year so not sure if the steps are different now but I was not able to find anything related to this specific issue on any of the posted documentation.  Perhaps I missed something, has anyone else encountered this issue or able to provide guidance?
