Activate Goal Approval/Rejection only for a specific Business Unit/Legal Entity

Hi All,
We are enabling the approval ruleset for Goal Performance.
I wonder if it's possible to activate the rules only for a specific Business Unit/Legal Entity ?
Business Case :
Employee A from Legal Entity A add a new goal and this goal need approval from Manager A.
but in te same Employee B from Legal Entity B add a new goal and this goal doesn't need approval from Manager B.
