Ability for an HR Specialist to delete a Feedback Request

Is it correct that an HR Specialist can't delete a feedback request until after it's completed?

We have just started assessing the Request Feedback functionality and from what we can see, the HR Specialist can only delete a feedback request after it's been completed by the requestee.  The HR Specialist cannot delete the request while it's in "New" status.

Is someone able to confirm whether this is as designed and that we haven't missed anything from a set up/security perspective?
