Business Title by default Inactive in Performance Overview

Be default Business Title always shows Inactive in Performance Overview Page

We are in 20A and at the end of 2019 Performance Review. Each time the manager navigates to Performance Overview and selects the direct employee to view the performance review, by default the business title will be inactive, So the manager has to change it to Active and then only start the evaluation or view the document.
This is an additional step for managers other than review period change.

We would like to see the Active business title by default on the page.
