Performance (My Client Groups) not showing responsive

The performance page for HR is not becoming responsive regardless of the fact that security and profile options have been updated. The responsive page exists as we have seen it with other clients.Content

We are implementing the responsive pages for performance. However, we do not seem to get the Performance page for HR responsive. I have an SR on this for months now, but I am getting nowhere.
I can confirm already that:
- HRA_PERFORMANCE_DOCUMENT_RESPONSIVE_ENABLED is enabled
- Performance Management HR Specialist is added to our custom HR specialist role.
We also have another client where it is working perfectly. If we compare the setup in structure we can also see that the tabs "tabs" and "panel tabs" are gone when the performance page is responsive.
