How can we delete performance goals issued by process as a goal plan

Performance goals were issued to workers using a goal plan. Some workers now want to remove some of these assigned goals. They are not able to delete them from the performance document. Their line manager also cannot delete these goals.
I read that the document must be on the Set Goals task before this is possible so we moved a document back to Set Goals (from Self Evaluation) and now the manager can delete goals added by the worker but still cannot delete goals issued from the goal plan process. Talent Admin and HR Specialist that ran the process can also not delete these goals from the document.
