Performance Send Email Notification Issue

Notification went to the entire company instead of 1 departmentContent
Hello,
Last night everyone in our company received the email pictured in my attachment. I believe this was sent by some HR Manager using the "Send Email Notification" button located at 'My Client Groups / Performance / Performance Documents / Send Email Notification' but I'm not 100% sure. Can anyone confirm if the email in my attachment looks like what would be generated by this process, we have never used it before. On the screen it shows department as a required field, but the notification we received went to much more than a single department so we are not sure how
