In the classic UI, we always used the Determine Employee Eligibility for Performance Documents task to assign documents to individuals.  We would do this to test our templates to make sure everything worked as expected before using the Batch process to assign the documents to everyone (which we only run once, at the beginning of the cycle).  And sometimes during the cycles, maybe due to data corrections or late data entry, there are employees who had originally been found to be ineligible, but now are who we assign their documents via this method.
