Performance Open All Year Around? Great idea? Or big headache?

Hoping to hear your feedback and advice on whether it is a good idea to keep Performance Documents open year around? Have you tried this and was it a massive headache to administer?

We are a fairly large org with over 35,000 employees. Every year I hear the same feedback - we wish the Performance Appraisal cycle was longer. Our cycle opens in Nov and closes early Jan.

A few have suggested that we keep the performance appraisal open all year long to allow managers to provide their thoughts throughout the year, and then close the document at the end of the year/or january but this way managers are not scrambling.
