    Assignment Error when adding goals

    I have an ongoing issue with one employee that is unable to add or modify goals at all on their goal plan. This issue is only happening with one employee out of 45k+ with an active goal plan. I have opened an SR over a month ago and the engineers are not knowledgeable  and are not reading my issue details to understand the issue. I am hoping someone has also encountered this issue and can point me in the right direction to resolve it. 

    From what I am seeing this is for sure a data issue however I am not sure what I need to be looking at or what should be modified to solve it. When the employee goes to their goal plan and clicks Add goal they receive the following message:
