Editing Goal in the Performance Document

Hello, 

Question: Is there any way to remove the edit button from the performance document which enables workers and managers to edit their goals in the document?

Reason: If I close the goal plan (only HR has editing right), the goals cannot be edited in the goal module, but they can be edited in the performance document and the connection is lost between the two modules.

Version: We are moving to the 20A. We partially introduced the responsive pages. (In the goal module we have the old UI).
