Target and Measurement section in Performance Goal

Hi,

Earlier in non mobile responsive screen we used to get 'Target' and 'Measurement' section for Performance Goals after enabling the Profile Value. But no I can see it only for Development Goals. 

Please suggest how I can enable the Target and Measurement section within a Performance Goal.
