Required Questions functionality

We are configuring a new questionnaire for line managers to answer during Performance Reviews. Some of the questions are mandatory and we have accordingly configured them by setting up Required property checked as part of Questionnaire setup. Although they show up as required with an asterisk mark in PDs, users are still able to submit questionnaire without answering them. Wondering if this is the expected behavior, else not sure if we are missing some setup here. Any pointers?
