Annual performance document when reopened reaches 2nd last task instead of last task

When annual performance document is reopened, it do not stays at the last task of manager final feedback instead reaches the 2nd last task of employee final feedback.
We have seen this showing the option of bypass employee final feedback right after PD reopened by manager but after upgrade to 20A this is no more visible.
Also, when we reopen midyear performance document, it goes to last step of manager evaluation . Midyear document do not have final feedback involved. .
We will prefer this to stay at the last task (MFF) of reopening the performance document instead of 2nd last task (WFF). Is there a way out ? I did raise an SR but there is delay in response.
