ORC- Applying candidate manually appears as prospect candidates

ORC - We want to apply candidates manually and it should appear as active candidates for requisition.

Hi, We want to recruiter to apply candidates to requistion manually. As such when we apply candidates, it appears as prospect candidate and only option is to send invite to candidate and get them apply. But these candidates do not have email access to apply. how can we get candidates to appear on candidate selection process as active candidates not as prospects
