RUX- Performance document is editable even after Completed Status

Summary

Objectives and Competencies are editable even after document status is completed

Content

Noticed that at the end of Performance process cycle, ( document status is completed) , Objectives and Competencies are editable. Employee is able to add new objectives. I see Add button.  Could someone help what could be the reason?

 Never faced this issue before. Did not add any rule at Design studio either.  Just template configurations. 

Appreciate any inputs
